BASIC PURPOSE
MINIMUM POSITION SPECIFICATIONS
FUNCTIONAL SCOPE
Guarantee the result at the Division level on supplier performance, purchasing management and the logistics quality performance.
- Participate on the Division Committee and Procurement Committee of the Activity
- Manage, define, and monitor an annual Purchasing with the Team (GCRD: Global Cost Reduce Driver) action plan
- Validate and participate in the development of strategies for each purchasing family within the division.
- Ensure deployment of Purchasing rules and tools throughout the Division.
- Support continuous improvement of vendor performance in the panel.
- Manage the Plant Purchasing Manager by setting targets (QCDI)
- Manage project buyers hierarchically by setting cost reduction targets and continuous improvement goals.
DUTIES AND RESPONSIBILITIES
· Guarantee the development in competence of its teams.
· Ensure knowledge and respect of Hutchinson standards at the level of the Activity.
· Decline the purchasing policy of the Activity.
· Conduct annual individual interviews of its teams and declines the objectives to be archived by plant and family purchases.
· Decline performance indicators and controls their use.
· Ensure the implementation and monitoring of reporting tools regarding its hierarchical and functional departments.
· Decline purchasing procedure and controls their implementation.
· Validate and collaborate on activity / division procurement strategies and ensures their implementation.
· Provide leadership and coordination of procurement actions at the Division level.
· Identify the possible synergies between the different plants of its division and implements the action plans adapted agreement with the Purchasing Activity Department.
· Ensure the conformity of the legislation on the campaigns: Insurance, Conflicts Minerals, REACH. . .
· Guarantee quality results Purchasing / Suppliers and Logistics Service rates.
· Ensure E-learning training in the integration phase.
· Validate the Sourcing Committee (SoCo).
· Inform him Directorates and the Site / Divisions Directors concerned of any observations of dangerous situations for security.

Education:
Business schools or 3rd cycle in management / economy. Generalist or specialized engineering schools in the business area of the company. 3rd cycles specialized in the purchasing function: MAI of KEDGE )Bordeaux), M2 Desma of IAE of Grenoble, Master of International Purchasing Management of Essec, HEC, EM Lyon, MBA Specialized IMA in Paris, ESAP dispensed by the CDAF. . .

Skills Required:
- Mastery of negotiation techniques, tools, and market solutions in purchasing management (e-procurement, e-sourcing, outsourcing. . .)
- Knowledge of different business activities in terms of economic constraints, organization
- Optimization purchasing performance through his knowledge of project management methodologies and his sensitivity to information systems
- English imperative. Good communication, good relationship
- Spanish Fluency Preferred
